Short description

Met Éireann intend to engage in a competitive process for the establishment of a framework agreement for the development, installation, support, and hosting of a FEWS Integrator for the Flood Forecasting Centre. The framework agreement will be established on foot of this tender competition / a competition for an initial contract for the development of a Delft-FEWS platform in an operational setting, integrating data management and forecasting tasks for several larger catchments (hereafter referred to as Hydrometric Areas) into a National Scale Flood Forecasting system. The working platform must facilitate flood forecasting at both a National and Catchment level. The tender will be required to integrate 3rd party hydrological model software into the Delft-FEWS platform. The platform will be cloud based and be geo-resilient. The initial contract will be awarded to the successful tenderer shortly after the formal establishment of the framework agreement.

Please note the following change to the legal form of the planned procurement for the Provision of a Flood Early Warning System Integrator for the Flood Forecasting Centre in Met Éireann from a ‘Single Supplier Framework’ to a ‘Services Contract’ between Met Éireann and the successful tenderer.
This change only affects the legal mechanism of engaging with the successful tenderer once the procurement competition is completed.
References to framework agreement in the Qualification Questionnaire (particularly sections 3 and 4) will no longer apply to the extent that they detail how the framework agreement will operate. For the avoidance of doubt the detail relating to value, duration, services required are not changed.
Details of the Services Contract will be provided at RFT stage and will be published with the RFT.
Please be assured that this change in no way requires any change to your replies to the questionnaire in this stage one – pre qualification phase. As a courtesy, should you wish to review your reply, we extend the deadline for submissions of the qualification questionnaire until 12:00 noon (Irish time) on the 19th of November 2020.
