II.2.4)

Description of the procurement

The Contracting Authority sought suitably qualified service providers with extensive experience in providing HR advisory services to public bodies on day-to-day and strategic HR matters. The successful tenderer will:
- Be responsible for providing day-to-day HR advice to staff and senior management of the Contracting Authority to include the provision of an onsite resource a minimum of one day a week if required
- Be responsible for providing strategic HR advice to the CEO as required;
- Be responsible for reviewing, updating and preparing all necessary HR policies and establishing associated procedures
- Liaise with the Parent Department’s HR team on any matters relating to assigned staff of the Department and any issues of common interest to ensure a coherent overall approach is adopted by the Contracting Authority
- Be responsible for devising a draft approach to strategic workforce planning for consideration of the CEO and senior managers and for providing required HR support to implement any agreed plan
- Provide advice and support to the CEO and Corporate Affairs Manager in the context of any working groups established by the Contracting Authority and its Parent Department to identify future staffing needs of the Contracting Authority and establish plans and associated milestones for a move to greater corporate independence
- Work with the Contracting Authority’s Corporate Affairs Manager on any updates and briefing materials on HR matters required to be presented to the Board of the Contracting Authority
- Work with the Contracting Authority’s Head of Communications & Stakeholder Engagement to devise appropriate approaches to internal communications for staff on relevant HR matters
- In the case of any appeal or complaint to a third party arising from an internal HR matter, work with relevant senior managers and external legal advisors to compile all relevant information and prepare documentation as required.
