The framework agreement will be established as a single party framework agreement with the tenderer selected following the tender stage and the application of the award criteria.

The framework agreement will be established as a multi-party framework agreement with at least two (2) operators and a maximum of five (5) operators, subject to that number meeting the minimum criteria and rules.
