The Public Appointments Service is the centralised provider of recruitment, assessment and selection services for the Civil and Public Service.
PAS wishes to invite tenders from suppliers / service providers for the provision of maintenance, support and development services for its recruitment application environment. At a minimum, this will include:
• One dedicated resource providing maintenance, support and development for all elements of the bespoke application STAR and associated systems.
• Remote Database & OS monitoring, support and patching
• Additional development resources may be required to work on specific systems and projects over the life of the contract.

Description of the procurement

The Public Appointments Service is the centralised provider of recruitment, assessment and selection services for the Civil Service. We also provide recruitment and related human resource advisory services to Local Authorities, the Health Service Executive, An Garda Síochána and other public bodies.
PAS manages recruitment competitions ranging from large volume uniform, clerical or administrative posts to senior executive and top level appointments.
STAR is the suite of web-based recruitment management modules that allows PAS to manage all aspects of its work. It includes candidate, client and employee web portals and the stateboards.ie website. The Publicjobs.ie website is built on a separate content management system (Joomla). The application deals with data of a highly confidential and classified nature. The websites and application handle large numbers of simultaneous transactions and traffic.
