Justification:  
The COVID-19 outbreak has given rise to an urgent need for the provision of a new supply base for the provision of Food and Beverages. This has resulted from the global uncertainty on timescales for lifting of travel restrictions and the ability of suppliers to meet the requirements. The provision of Food and Beverage supplies is therefore of high priority to TCD and the wider Trinity community. The complexity and vast range of products required implies the outcome of this tender will influence the ability of the TCD catering team to deliver the required services, This contract must be fully implemented by 30th September 2020. This does not give Trinity College Dublin sufficient time to comply with the standard open procedure timescales for this procurement. Accordingly, this competition is issued using the accelerated timeframes permitted under the Public Contract Regulations 2015 (regulation 27(5) for the open procedure in respect of this procurement.
