Explanation
Tyndall National Institute, University College Cork issue a contract notice on 13/09/2019 (TED reference number 2019/S 157-387000) for same system requirement. At the time, only one system was known to be required but due to increased research activity demand a further two more systems are now required to be purchased. Only one supplier responded to the tender in Sept last year and that contract was awarded to Inseto. For compatibility of research applications and the practical need to relieve disproportionate technical difficulties in maintaining multiple systems, TNI UCC wish to enter into a further contract with Inseto for the provision of two replica systems. This would be justified under Article 32 (B) where competition is absent for technical reasons.
