Description of the procurement
It was envisaged that a maximum of one (1) framework member would be appointed to Lots 1, 2, 3 and 4 to provide resources and manage the delivery of services in each of the regional lots.
Resources required within each of the regions 1-4 include;
• 1 x Regional Co-ordinator Service, to manage County Mentors at community level and deliver regional cooperation
• 1 x County Mentor in each of the local authority areas, to provide on the ground mentoring support for SECs.
Regional Co-Ordinators are responsible for co-ordinating activities in each region, including,
• acting as the main point of contact to SEAI, to ensure effective and efficient delivery of tasks as laid out below for promotion, delivery, development, communications and reporting for the evolving and growing SEC programme requirements.
•for building community knowledge within SECs with consistency of approach and even distribution of allocated resources, providing value for money in the guidance of new and existing communities through the Learn – Plan – Do journey.
•to update SEAI on the potential to develop case studies of pioneering SEC members, to include them at national events to share their learnings and success stories.
•Ensuring a high level of service is provided by the County Mentors in a consistent manner
•Providing back up technical knowledge where required to the County Mentors
•Managing the availability of County Mentors in a responsive and timely manner
•Ensuring appropriate levels of resources are available to meet the demand of the SEC Network as it evolves
Other tasks will include:
•Attend monthly skype calls, Attend quarterly face-to-face regional coordinator meetings (4 per year), Attend bi-annual training (2 per year), Report and plan SEC activities to SEAI on a monthly basis in the format/templates provided, Ensure invoicing is correct and submitted through the appropriate channels, Inform SEAI of relevant regional developments such as new grants, support networks etc, Management of regional working groups, Share common solutions with SEAI and other mentors and coordinators,
Represent SEAI at various events if deemed appropriate,Ad hoc duties as they arise.
County mentors are responsible for co-ordinating activities in each LA area, including,
•day to day operational support to SECs in their county in the development of each SECs journey through the Learn Plan Do model
•Identification of training needs of SECs and coordinate the delivery of this training including the promotion of the event, coordination of speakers, stands, programme collateral, attendees and registration as appropriate
•Providing a short event report after such events
•Host regular information sessions on SEC activities such as ‘Joining the SEC Network’, How to Develop an Energy Master Plan’, ‘Funding Options for Communities’ and any other appropriate events that may be needed from time to time.
•Representing SEAI at events hosted by others, to promote the various community energy supports and availability of grants etc,
•Tracking and monitoring the progress of each SEC
•Identify SECs that are inactive and seek options to reactivate where appropriate
•Maintain excellent working relationships between SECs and SEAI
•Identify opportunities for synergies with other local or national organisations to deepen the impact of SEC actions Engagement with other stakeholders in the alignment of programme requirements.

Description of the procurement
SEAI sought to appoint a maximum of eight (8) framework members under Lot 5 to provide National Mentoring and Support services to the SEC Programme.
National mentors will undertake diverse tasks, which may include some or all of the following, but not limited to the following list;
• Manage national SECs (e.g. housing associations, national education facility based communities etc.)
• Event coordination (national events on behalf/in support of SEAI)
• Support for Community-led energy events (advice to communities on how to host and deliver a community energy event)
• Representing SEAI at events (presentations, event reports, deliver workshops etc)
• Provision of secretariat services for national SEC steering group
• Management of National steering group, consultative body for SECs
• Provision of secretariat services for sectoral working groups
• Moderate online platforms for SEC network, if required
• Aid SEC team with data collection, surveys and feedback
• Provide support in the provision of community energy advisory services by other local and/or national enabler organisations
• Support working/focus groups (sectoral), e.g. coordination of coastal communities
• Living lab coordination, e.g. Dingle, Aran. Research groups liaison/advocate
• Support the Programme development/ strategy
• Support the development of programme collateral
• Stakeholder mapping
• Build awareness of the full suite of SEAI programmes
• General technical advice, aligned with skills in the competency assessment (Energy Efficiency, Renewable Energy, Smart e, transport planning, finance & energy champions).
