Description of the procurement

As part of its sustainability strategy, St James’s Hospital (SJH) has set out the following objectives:-
- reducing its Greenhouse gas emissions
- reducing its waste streams
- compliance with the Government Climate action plan
There is significant supporting evidence demonstrating the overlap between environmental protection and healthcare, particularly in relation to the rise of antibiotic resistant bacteria and the role of municipal wastewater treatment plants in their proliferation. Therefore, consideration of this area also feeds into the Hospital’s objectives to optimise patient care by reducing infection on site.
In accordance with these objectives and the provisions of the Water Framework Directive 2000/60/EC concerning specific discharges/contaminants to the environment, the Hospital has decided to explore technologies which will assist in minimising its environmental impact through onsite treatment of the Hospital’s waste and waste water.
The Contracting Authority requires a professional and independently attested waste management treatment technology and service provider who will work with them in a continuing partnership for the provision of this critically important service.
The appointed service provider will be required to maintain comprehensive records of all activities carried out to provide the services. It will be a requirement of the contract that the contractor will be able to demonstrate their ability to provide and to document the provision of such services in a regulated environment.
The Contracting Authority requires the appointment of a single technology and service provider to manage and provide all of the above services at its premises in Dublin.
The successful bidder will be expected to participate in any required applications to the Environmental Protection Agency (EPA) regarding the acquisition of appropriate licences to operate any contracted solution.
Candidates must be capable of providing all of the required services and the invited tenderers will b
