Short description

Metrolink will provide a high speed, high capacity, high frequency, modern and efficient public transport service for people travelling along the Swords/Airport to City Centre corridor in Dublin and will include the following design services and delivery works:
• Underground Tunnelling, Stations, Portals, Ventilation / Intervention Shafts and associated works;
• At-grade, Retained-Cut, Cut & Cover and Elevated Track, Stations and associated works;
• Depot, Stabling, Operations Control Centre and Park and Ride facilities;
• Rolling Stock, Platform Screen Doors, Signalling and associated works including a Public Private Partnership with operations below; and
• Delivery, operations and maintenance management of all of the above for a period in the range, approximately, of 15 to 25 years from the operations commencement date.

Description of the procurement

This PIN relates to a ‘preliminary market consultation’ within the meaning given in the Regulation 65 of the European Union (Award of Contracts by Utility Undertakings) Regulations 2016. The purpose of this market consultation is to:
1) Share with the market TII/NTA’s maturing approach to the procurement strategy for MetroLink; and
2) Provide market participants and other interested parties with an opportunity to inform the finalisation of the MetroLink procurement strategy.
Any interested parties (those parties capable of providing relevant design, construction, delivery, maintenance and operations) wishing to respond to this market consultation, whether or not they responded to any earlier consultations, are required to send a request to the contact person (named in Section 1.1) by 13 November 2019 seeking to be issued with a copy of the briefing pack for review and completion of the questionnaire contained within the pack by the PIN closing date.
In relation to the estimated total value of the scope covered under this PIN Notice, please note that the design and cost forecast are currently under development.

Following receipt of the briefing pack the subsequent closing date for responses to this market consultation is 12 noon on the 06 December 2019. Responses received after this date may not be considered.

Any expenditure, work or effort undertaken by organisations or service providers is a matter solely for themselves and costs will not be reimbursed. It is emphasised that this is not a call for competition and therefore no tender documents are available. Interested parties will not be prejudiced by any failure to participate in this preliminary market consultation.
Participants in the market consultation may be invited to provide further information at TII's sole discretion. Participation or non-participation in any engagement during this consultation process will not prejudice participation in any future tender competition. Organisations or service providers will be required to satisfy the requirements and criteria to be advertised in any subsequent tender competition in order to be selected to proceed to tender.
TII will not pay any compensation or fees for attending any meetings or engagements.
Following this market consultation, TII may publish a call for competition in due course. No competitive process will result from this advertisement; any future competitions will be subject to appropriate advertisement via the Official Journal of the European Union (OJEU) and on www.etenders.gov.ie.
This market consultation supersedes the earlier consultations in 2018, which were used to help guide decisions on the project to date. TII is issuing this PIN to invite interested parties to participate in a pre-tender consultation to enable TII to understand and progress with the most appropriate procurement strategy for the three main works and operations categories comprising (1) Civil Engineering and Stations, (2) Linewide Systems and (3) Rolling Stock & Operations’.
