Description of the procurement

The Contract involves the provision of archaeological consultancy services required to assess and mitigate the archaeological impacts of construction of the c. 3.5 km long N72 Annakisha Realignment Scheme. The archaeological services required are to be delivered on-site and off-site by the consultant (including their sub-contractors) and include the submission of quality assured reports and archives in accordance with the Services Requirements and to the satisfaction of the relevant statutory authorities.
The N73 Annakisha Realignment Scheme received Part VIII Planning Permission on the 27 April 2015 and the CPO was approved by An Bord Pleanála (ref. no. ABP-300570-18) in 25 April 2018. The project involves the realignment of approximately 3.5 km of existing N73 road (single carriageway) and ancillary works. Compulsory purchase orders have been made in respect of 33 properties with an aggregate area of c.11.332 hectares, c.6.497 hectares of which is described as land and c.4.835 hectares of which is described as road.
The project comprises an update to an original design concept for a smaller 1.2 km scheme (the N73 Annakisha South Realigment). Archaeological investigations were undertaken in 2012 (as part of a separate dual road scheme contract) on this former scheme footprint—details are available in the Information Pack provided. The current design iteration (now referred to as the N73 Annakisha Realignment Scheme) measures c. 3.5 km long. The majority of the extended scheme footprint was archaeologically tested in late 2014—details are in the Information Pack provided.
For this current tender, it is anticipated that the following archaeological consultancy services will be required: test excavations and surveys [Stage (i)]; pre-excavation services [Stage (ii)]; archaeological excavation [Stage (iii)]; post-excavation and dissemination [Stage (iv)]; and archaeological Monitoring of Construction Works [Stage (i)k].
