The Contracting Authority intends to appoint a suitably qualified and experienced economic operator to replace existing ten year old fire suppression systems on a like-for-like basis (i.e., CO2 and FM200 cylinders with CO2 and FM200. Under current LPC guidelines, FM200 can still be used as a fire suppressant. It is acknowledged that FM200 is due to be discontinued, with the precise date of discontinuation yet to be confirmed by the relevant authorities; however, the cylinders have a shelf life of ten years, at which point (i.e., 2029) the option of a site wide replacement program will be revisited.

In accordance with Article 27.3 of Directive 2014/24/EU, the Contracting Authority is availing of shortened timescales in respect of this competition. The urgency associated with this requirement arises from the fact that the required equipment will be used in an acute hospital setting. On grounds of patient care, time is of the essence in respect of this competition.
