Description of the procurement

The Houses of the Oireachtas Commission, a body corporate, (hereinafter referred to as “the Contracting Authority”) proposes to engage in a process for the establishment of a single-party framework agreement for the provision of Advisory Services with emphasis on IT Law, Procurement Law and Cloud Technology to assist the Contracting Authority in procuring Cloud Services.
The Contracting Authority is seeking professional advisory services in four core areas.
1) The Cloud Service industry, with particular emphasis on the application and negotiation of Terms and Conditions within the industry.
2) International and European Law as well as Common Law (domestic as well as decisions of the European Court of Justice). Areas to include but not be limited to GDPR, Security, Privacy and Data Bank Locations and their importance in Cloud Service contracts terms.
3) The procurement of cloud services with a particular emphasis on the Competitive Procedure with Negotiation.
4) Industry pricing models.
