Description of the procurement

Dún Laoghaire-Rathdown County Council (DLRCC) intends to establish a Multi-Party Framework Agreement for Civil Engineering Contractors (multiple operators) for Road Construction Works Contracts with an estimated contract value greater than €5,000,000 (excluding VAT) and less than €25,000,000 (excluding VAT) on behalf of itself and the Local Authorities listed hereunder who will be parties to the framework.

• Fingal County Council
• South Dublin County Council

The following are the main construction works to be carried out in the proposed framework contracts:

• Construction of new roads;
• Construction of road works which involve widening an existing road;
• Construction of upgrades to existing roads;
• Construction of reinforced concrete structures in situ, precast concrete structures, bridges, retaining walls and other associated works.

This list is not exhaustive and may include other works as required under the scope of the Framework or works of a similar nature within the expertise of the chosen contractors.

It is intended that the road construction works will be carried out on national roads, regional roads, local roads, access roads and roads in a city or town environment.

The frequency, scale and type of project will vary from year to year depending on funding availability and the needs of the individual Framework Purchaser.

9) At its absolute discretion, the Contracting Authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
10) Without prejudice to the principle of equal treatment, the Contracting Authority is not obliged to engage in a clarification process in respect of the procurement documents with missing or incomplete information. Therefore, respondents are advised to ensure that they return completed documentation in order to avoid the risk of elimination from the competition..
