Description of the procurement

In November 2017, Iarnród Éireann (IÉ) entered into a long term supply agreement with Bonatrans Group following a competitive tender process (OJEU Ref 2016/S 104-185709) for the core supply of rolling stock Wheels and Axles estimated at 1460 Wheels and 285 Axles per annum.
Due to fluctuations in demand internally, there are occasional requirements where additional and supplementary Wheels and Axles are required and it is proposed that all such requirements would be offered to the market for consideration by way of separate tender processes.
IÉ propose to establish a panel of qualified suppliers of rolling stock Wheel and Axles who will be invited to tender for these requirements in order to supplement IÉ's existing supply chain.

Qualification for the system

Conditions to be fulfilled by economic operators in view of their qualification
IÉ are utilising the same selection criteria for the Qualification System as was utilised for the 2017 tender process (2016/S 104-185709).
Accordingly, all companies who qualified for the tender stage of the 2017 process are not required to fill out a new PQQ to gain access to this Qualification System.

There are 2 documents attached to this call for competition.
Companies who pre-qualified as part of the 2017 tender process are required to download a copy of the ‘Confirmation Regarding Information Provided During Pre-Qualification’ and sign the declaration to confirm that there have been no changes internally since the submission of the original PQQ back in 2016.
Companies who did not pre-qualify or participate in the 2017 process are required to download a copy of the Pre-Qualification Questionnaire and make a full submission.

Additional information

It is envisaged that the initial requirement for products to be procured via this Qualification System will be issued to all qualified companies on 22/05/2019 for an initial requirement of 100 axles.
To be invited for this requirement, companies are required to be accepted to the Qualification System in advance.
