Short description

The objective of this procurement process is to establish a single party framework agreement to supply/develop, implement, host, maintain and support a Teacher Registration system to replace the registration system currently being used by the Teaching Council.
The existing system has many manual touchpoints and there is a recognised need to digitize and streamline the process of registration as much as possible. A system which incorporates a feature rich, self-service portal, accessible from all device types, including mobile/tablet is required. The ultimate ambition is to have a solution in place which allows for improved service delivery to Candidates and teachers while enabling more efficient use of Teaching Council resources. Description of the procurement

This Qualification Questionnaire is issued by the Teaching Council for the purposes of:
• Obtaining sufficient information to enable the Teaching Council to evaluate the suitability of Candidates.
• Providing information to tenderers who may be interested in applying to pre-qualify and proceed to the tender stage for the provision of a Teacher Registration Replacement System & Related Services
The intention is to shortlist Candidates to be invited to participate in the Dialogue Stage. It is intended that following evaluation, five candidates, assuming receipt of an adequate number of responses from suitably experienced and qualified organisations, will be invited to participate in the dialogue phase of the procurement.

All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie) only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties
2) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
3) Contract award will be subject to the approval of the competent authorities.
4) It will be a condition of award that the successful tenderer is and remains tax compliant.
5) At its absolute discretion, the contracting authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
6) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of the procurement documents with missing or incomplete information. Therefore, respondents are advised to ensure that they return completed documentation in order to avoid the risk of elimination from the competition.
7) At Section II.2.9 we have indicated that 5 candidates will be invited to tender, please note that the contracting authority reserves the right to invite at least 5 subject to that number qualifying.

Review procedure

Precise information on deadline(s) for review procedures: 
Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned tenderers. The duration which the Contracting Authority will not conclude this framework agreement (and the reviewable public contract) to which a standstill period applies in accordance with Irish Statutory standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement (including the reviewable public contract and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement and reviewable public contract.
