Description of the procurement
It is proposed that Trinity College enter into a five year framework agreement with UPS Ireland in order to collaborate in the areas of logistics, sustainable transport, urban leadership, student leadership and co-education programs.
Under the collaboration in logistics UPS Ireland will leverage its global logistics expertise to support and enable Trinity College to grow its retail operations. UPS will make available expertise from its full portfolio of services including contract logistics, supply chain solutions and customs brokerage as well as access to its worldwide express delivery network. UPS will be offered a concession to make available Parcel Motel locker solutions. In transport UPS will be offered a concession to make available e-bikers and walkers in licensed areas on Campus in order to assist Trinity with its aim of becoming a zero emissions zone. In student leadership and co-education UPS will offer internships and workshops aligned to sustainability and urban logistics.
In return for the concessions offered by Trinity College to UPS Ireland, UPS Ireland will make a financial contribution to Trinity College, the value of which is significantly less than the EU threshold for concessions contracts.

This collaboration falls below the EU threshold value for concessions of €5,548,000.
On the above basis Trinity considers engaging directly with UPS is reasonable, proportionate and justified.
In the interests of transparency, Trinity College is publishing details of the proposed entry into the Collaboration Agreement with UPS Ireland, on a voluntary basis, through this notification.
In addition, Trinity College has investigated the availability of similar potential collaborations and none were identified that could provide a comparable commercial and functional benefit.
