Short description

Iarnród Éireann (IE) has a requirement to engage an Independent Safety Assessor (ISA) for the TPS Trackside Project (IEHS). The selected Independent Safety Assessor will be asked to produce an ISA Plan against this Remit. The ISA is required to fulfil the roles of an Assessment Body under the Common Safety Method on Risk Assessment and Evaluation [CSM 352/2009] and an independent assessor (IA) under the Railway Safety Act 2005 [RSA].
The ISA is required to independently assess designs and documentation produced by Iarnród Éireann’s TPS Trackside Contractor and ensure that these designs align with the independently assessed designs and documentation produced by Iarnród Éireann’s IEHS On-Board contractor. In addition, the ISA shall also assess the TPS/IEHS project as a single complete project which encompasses both the Trackside and On-board works. The overall integration will be provided in the trackside ISA Reports.

Description of the procurement

Iarnród Éireann (IE) has a requirement to engage an Independent Safety Assessor (ISA) for the TPS Trackside Project (IEHS). It is intended to engage an Independent Safety Assessor with experience within the early part of 2019.
The duration of the contract is approximately five years. The selected Independent Safety Assessor will be asked to produce an ISA Plan against this Remit. The ISA is required to fulfil the roles of an Assessment Body under the Common Safety Method on Risk Assessment and Evaluation [CSM 352/2009] and an independent assessor (IA) under the Railway Safety Act 2005 [RSA].
The documents produced by the ISA will be submitted to the I's Infrastructure Management Safety Approval Panel, as a supporting document to the Project Safety Plan, and to the Railway Safety Commission, as a supporting document to the Project Safety Plan, Generic and Specific Safety Cases. The ISA is required to independently assess designs and documentation produced by Iarnród Éireann’s TPS Trackside Contractor and ensure that these designs align with the independently assessed designs and documentation produced by Iarnród Éireann’s IEHS On-Board contractor. In addition, the ISA shall also assess the TPS/IEHS project as a single complete project which encompasses both the Trackside and On-board works. The overall integration will be provided in the trackside ISA Reports.
