Electricity Supply Board is seeking expressions of interest for the provision of services under a Wind Turbine Service & Availability Agreement (SAA) for West Durham Wind Farm, as the existing SAA expires during 2019. West Durham Windfarm is near the town of Tow Law in County Durham, in the north east of England, and consists of 12 no. Senvion/Repower MM82-2 2MW turbines. Please refer to the pre-qualification documentation for a further details.

Description of the procurement
The contracting entity is seeking to procure a Full Wind Turbine Service & Availability Agreement, which shall include (but is not limited to) the provision of all materials, plant, equipment, labour and services for the high level scope outlined below:
o Scheduled Maintenance
o Unscheduled Maintenance (incl. all components)
o Remote monitoring (24/7/365)
o Technical Assistance
o Monthly, Fault, Work, Service, Performance Reporting
o SCADA Maintenance
o Met Mast, Met Mast Instrument and associated equipment maintenance
o Statutory Inspections
o Provision of technical services such as capability to carry out technical inspections and condition assessment evaluations, as well as the capability to carry out preventive and corrective maintenance on all wind turbine components.
o Spare Parts
o Consumables
o Plant, Special Tools, cranage
The Contracting Entity makes no representation that it will procure any services exclusively from the service provider who is appointed. Please refer to the pre-qualification documentation for a further details.
Price is not the only award criterion and all criteria are stated only in the procurement documents

Description of options:
The Contracting Entity’s preference is that the SAA term will run until the end of design life of the wind farm, which is estimated to be 10 years. However, other SAA terms will be considered, and the term may be structured with an initial term and then an option, at the sole discretion of the Contracting Entity, to extend up to the end of design life.
