Short description
The Health Service Executive (HSE) Office of Nursing and Midwifery Services Director (ONMSD) invites tenders from suitably qualified parties or consortiums to undertake a research evaluation study to determine the impact of measuring nursing and midwifery-sensitive process metrics and indicators using Quality Care-Metrics in the following HSE (and HSE-funded) clinical care /work-stream areas:
• Acute hospitals
• Midwifery
• Children’s
• Public Health Nursing
• Older Persons
• Intellectual Disability
• Mental Health
The evaluation study will be of 18 months duration. It should aim to commence in or as close as possible to March 2019 and conclude in September 2020. An interim report is required at the mid-point of the study and a final research evaluation report will be issued to the ONMSD in September 2020.

(For this study - Impact is defined as the “demonstrated measurable influence” or “difference” brought about by introducing QCM’s. This should be considered from the perspective of nurses and midwives knowledge and compliance to care standards aligned to QCM; their clinical leadership and engagement in continuous quality improvement in practice incorporating QCM to measure and improve patient/client care; the perceptions of all grades of nurses and midwives to the contribution of QCM to care quality and patient safety; and the perceptions of patients, clients, families and advocates to the influence of QCM to improving the quality and safety of nursing and midwifery care).
Please note this definition is not limited and parties may include additional factors to measure QCM impact.
