Short description

The Contracting Authority intends to establish a single-party framework agreement with a suitably qualified economic operator for the supply of Infliximab pharmaceutical products and related services. While this competition is being conducted by Beaumont Hospital, the following organisations shall have the right to award contracts under this framework agreement by reference to the terms contained in the framework agreement entered into between Beaumont Hospital and the successful tenderer: Connolly Hospital Blanchardstown; Cavan and Monaghan Hospital; Our Lady of Lourdes Hospital; Louth County Hospital. No guarantee is offered regarding the quantity or scope of any such contracts. Moreover, any contract entered into between any party listed above and the successful framework member shall operate independently to any contract in force between Beaumont Hospital and the successful framework member and shall be managed locally by the relevant party.

Description of the procurement

The Contracting Authority intends to establish a single-party framework agreement with a suitably qualified economic operator for the supply of Infliximab pharmaceutical products and related services, as more fully described in the associated Invitation to Tender document. The scope of this Framework Agreement comprises the supply of Infliximab pharmaceutical products, the supply of any other formulation of chimeric monoclonal antibody biologic drug in any dose, strength or quantity and the provision of related services, including support and educational initiatives.
While this competition is being conducted by Beaumont Hospital, and while this framework agreement shall be primarily utilised by Beaumont Hospital, the following organisations shall have the right to award contracts under this framework agreement by reference to the terms contained in the framework agreement entered into between Beaumont Hospital and the successful tenderer:

Cavan and Monaghan Hospital
Monaghan Hospital
Our Lady of Lourdes Hospital
Louth County Hospital
No guarantee is offered, nor should any such guarantee be inferred, regarding the quantity or scope of any such contracts. Justification:  
In accordance with the provisions of Article 27.3 of Directive 2014/24/EU, the Contracting Authority is availing of shortened timescales for the purposes of establishing this framework agreement. The utilisation of shortened timescales is justified by reference to the urgent need to secure a reliable supply of these pharmaceutical products, which are intended for use in an acute hospital environment.
