Short description
Dublin City Council is developing a new cultural quarter on Parnell Square, a historic Georgian square in the north inner city centre. The Council is seeking an architect- led multi-disciplinary design team to deliver a landmark, highly accessible and innovative complex of cultural facilities in a combination of new-build and renovated historic structures. Approx. 1,400m2 of mixed cultural facilities, anchored by a new City Library for Dublin, are to be provided in a combination of new-build and renovated historic buildings on Parnell Square, integrated with the existing Dublin City Gallery The Hugh Lane. The complex of historic buildings is of high architectural significance and will require appropriate care in its design treatment. The project will include re-landscaping of the public realm at the northern end of the square which will be integral to the design of the new facilities.

Description of the procurement
Dublin City Council is developing a new cultural quarter
on Parnell Square, a historic Georgian square in the
north inner city centre. The Council will be seeking an
architect- led multi-disciplinary design team to deliver a
landmark, highly accessible and innovative complex of
cultural facilities in a combination of new-build and
renovated historic structures. This team must include
specialist competencies with relevant experience in the
design of large scale cultural buildings, architectural
conservation, landscape architecture, M&E services,
structural and civil engineering, environmental
sustainability, acoustic design, project management and
cost control. Approx. 11,400m2 of mixed cultural facilities,
anchored by a new City Library for Dublin, are to be
provided in a combination of new-build and renovated
historic buildings on Parnell Square, integrated with the
existing Dublin City Gallery The Hugh Lane. The complex
of historic buildings is of high architectural significance
and will require appropriate care in its design treatment.
The project will include re-landscaping of the public
realm at the northern end of the square which will be
integral to the design of the new facilities. Dublin City
Council will be seeking a design of outstanding
architectural quality and exemplary technical
performance. The Council intends that the finished
complex should be a landmark, be highly accessible and
inclusive, be innovative in the design of its user
experience, meet the best standards in architectural
conservation and environmental sustainability and
should understand and express Dublin’s unique
character.
