Short description

The EPA carries out, or has carried out on its behalf, inspections and audits at premises of businesses and organisations that are obligated by the above mentioned legislation to check legislative compliance. Other such activities include desktop evaluation of reports from obligated parties e.g. product technical file evaluations and, where necessary, procurement, processing and testing of materials, products and wastes. Also, it is envisaged there will be similar monitoring requirements relating to some or all environmental media. Intelligence gathering is also carried out to gain a greater understanding of issues of concern as they arise, and to inform future work programmes.

Description of the procurement

As part of the Chemicals Unit’s 2018 market surveillance programme the Unit intends monitoring compliance with Entry #23 of Annex XVII of the REACh Regulation, in particular the limitation of the cadmium content of certain plastic polymers. Additionally, as part of the programme, samples will also be tested for compliance with the POPs Regulation (restricted substances requirements). Furthermore, it is envisaged samples will be checked for a suite a Contaminants of Emerging Concern e.g. phthalates
The contract for the provision of the required services will be awarded to the Tenderer whose submission attains the highest score with respect to the evaluation criteria outlined in Section 6.2 and will be designated the Highest Ranked Framework Member for the provision of similar services for future contracts of this nature awarded under the framework.

Description of the procurement

The EPA is seeking support services of suitably competent personnel to determine whether products, the subject of the abovementioned 39 RAPEX notifications have been/are being stocked by targeted relevant retailers. The services will cover 50 inspections of key economic operator premises to determine whether the non-compliant products covered by the relevant RAPEX Notifications are/have been stocked and/or offered to the general public. The inspections will also involve some general market intelligence gathering and the provision of information concerning the non-compliant products. It is envisaged the project will commence early August and be completed by the end of September.

The EPA is seeking support services of suitably competent personnel to update the Smart Garages Guide using the most appropriate format and design (graphics, illustrations, infographics, video, animation and/or booklet) and the organisation of the distribution of guidance to a national targeted audience using the most appropriate media (social media, magazines, e-newsletters) in consultation with representatives from the sector. This guidance update will require a full revision of the guidance taking account of all new changes in relevant legislation/related legislation and policy (e.g. Tyre Regulations) applicable to the transport sector covering energy efficiency, waste management (including management of waste oils, mixed fuels, brake fluids and antifreeze, batteries, WEEE and aerosols) and water management.
