Short description

The Sustainable Energy Authority of Ireland (SEAI), established by Government under the Sustainable Energy Act 2002, has a mission to play a leading role in transforming Ireland into a society based on sustainable energy structures, technologies and practices.
Addressing energy poverty is a key Governmental priority as set out in the National Strategy to Combat Energy Poverty, published in 2016.
The objective of this RFT is to appoint one services provider to provide specialist advisory support for:
• The management of the project;
• The preparation of an interim business case to ensure continuity of the project during the research phase and prior to the final Cost Benefit Analysis of the project

Description of the procurement

The Sustainable Energy Authority of Ireland (SEAI), established by Government under the Sustainable Energy Act 2002, has a mission to play a leading role in transforming Ireland into a society based on sustainable energy structures, technologies and practices.
Addressing energy poverty is a key Governmental priority as set out in the National Strategy to Combat Energy Poverty, published in 2016.
As part of the implementation of this strategy, SEAI is piloting the Warmth and Wellbeing Scheme, which provides energy efficiency improvements to those with acute health problems that may be linked to the poor thermal efficiency of their dwelling. The scheme is a joint policy initiative between DCCAE and the Department of Health, operated by SEAI and the HSE.
A key part of this pilot is to demonstrate the potential of energy efficiency improvements to support better health outcomes and reduced costs to the health system.
The objective of this RFT is to appoint one services provider to provide specialist advisory support for:
