Shannon Commercial Properties DAC plans to award the contract to Conack Construction Ltd invoking the provisions of Article 72(1)(d)(ii) of the European Union (Award of Public Authority Contracts ) Regulations 2016 as implemented into Irish Law under S.I 284 of 2016 due to the insolvency of the original contractor and the urgent requirement to complete the remaining scope of the original works contract
