Dublin District Heating System: Business Delivery Model and Engineering Review

The purpose of this brief is to secure the services of a suitably qualified and multi-disciplinary Economic Operator to identify appropriate business/commercial delivery models together with a recommendation on the preferred model including the role of Dublin City Council, if any, in the ownership, delivery, operation and maintenance for each of the business aspects;
• heat generation / source
• heat distribution network
• heat supply to customers
The EO shall complete a high level review of engineering options for the delivery of district heating, and shall be required to develop the engineering options to a strategic / feasibility level of detail and shall be required to identify project risks and make recommendations of how they shall be addressed in future designs.

The EO shall complete a high level review of engineering options for the delivery of district heating, and shall be required to develop the engineering options to a strategic / feasibility level of detail and shall be required to identify project risks and make recommendations of how they shall be addressed in future designs.
The District Heating (DH) network shall focus on the Docklands and Poolbeg area as per map TSD-DDHS2-001-REV 1 and will recover and distribute the waste heat from plants located primarily in the Poolbeg peninsula, focussing initially on the DWtE Plant presently under construction on the peninsula.
In this regard, the appointed EO shall carry out a best practice review of business delivery models, and will provide DCC with an assessment of costs, benefits and risk associated with each business option, including a review of previous engineering designs and reports, some of which are available on www.ddhs.ie.

1. Dublin City Council (DCC) is subject to the provisions of the Freedom of Information Act (FOl) 2014. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. 2.lt will be a condition of any Services Contract pursuant to this Competition that the successful Tenderer(s) shall, for the term of such contract(s), comply with all EU and domestic tax laws. Tenderers are referred to www.revenue.ie for further information. Prior to the award of any Services Contract arising out of this Competition the successful Terderer shall be required to supply its Tax Clearance Access Number and Tax Reference Number to facilitate online verification of their tax status by the Contracting Authority. By supplying these numbers the successful Tenderer acknowledges and agrees that the Contracting Authority has the permission of the successful Tenderer to verily its tax cleared position online. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
3.Suppliers must register their interest on the eTenders web site (www.etendersgov.ie) in order to be included on the mailing list for clarifications.
4. 6. The contract is primarily for use by the ‘Technical Services Division’ of the Environment and Transportation Department of DCC, but may also be extended for use by other divisions of DCC as requirements arise.
7.Emailed / faxed / late tenders will not be accepted.

Responses will be circulated to those candidates that have registered an interest in this notice on the Irish Government Procurement Opportunities Portal www.etenders.gov.ie. All queries must be submitted before 17/07/2017 @ 12 noon to enable issue of responses to all interested parties.

10. For each criterion marked as Response: Declaration Required, applicants must initially provide the Appendices referenced under each criterion no later than the date set for return of the forms, and, where appropriate, confirm in the box provided that it is included with the completed Questionnaire. Failure to do so could invalidate the submission. Applicants may also satisfy this requirement by submitting an ESPD completed in accordance with EU Regulation 201617. By completing Part IV (a) of the ESPD titled: Global Indication for all Selection Criteria, applicants will be taken to declare that they meet the standards set for all criteria where the response is Declaration Required. Supporting documentation should be provided promptly upon request from the Contracting Authority.
