Description of the procurement
The overall scope of the framework will be to provide a fully integrated and comprehensive Fleet Management Service, to include responsibility for roadworthiness of vehicles, supplier management, driver compliance with regulations, inspection of vehicles, management of accident cases, vehicle maintenance (both scheduled and reactionary), Health and Safety compliance, to the EPA for a period of up to four (4) years duration.
Requirements will include management of existing and replacement EPA Fleet vehicles.
The EPA currently has 30 vehicles that are mainly used by Environmental Monitoring and Assessment (OEA), Hydrometrics (OEA), Air Labs (ORM) and OEE/Licensing. Appendix 2 provides a breakdown of the current fleet

Description of the procurement
The overall scope of the framework will be to provide a comprehensive Vehicle Contract Hireage and Vehicle Spot Hireage Service, on both a planned and reactive basis, to the EPA for a period of up to four (4) years duration.
Requirements will include management of existing vehicles owned by the EPA, leasing of replacement vehicles based on the current EPA fleet profile and desire to move towards low or zero emission vehicles, and short term hire to ensure that the EPA work programme can be delivered with an efficient use of resources.
