Short description
Multi-Party Framework Agreement for the provision of planning, environmental and related specialist consultancy services.
The framework agreement is for a period of 3 years with an option to extend by 1 year to a maximum of 4 years.
Dublin City Council and South Dublin County Council are parties to the Framework Agreement and are eligible to use the Framework Agreement.
The Framework Agreement is divided into Lots and separate submissions are required for each Lot or Sub-Lot.
Lot 1: services relating to Local Area Plans
Lot 2 (a): services relating to Masterplans, urban framework plans
Lot 2 (b): services relating to site specific studies, concept designs, feasibility studies
Lot 3: services relating to EIA/SEA/AA

Description of the procurement
Consultancy Services for Local Area Plans, on foot of an initial contract, other plans for strategic areas and planning schemes for areas designated as SDZ's with supporting explanatory illustrations, strategic objectives and clear implementation plans.
Carry out policy review, analytical assessments (in areas such as, for example, poverty; health; retail; and inclusion) , Part 8 planning documentation and devise strategies for projects or plans as the need arises.

Description of the procurement
Fingal County Council is seeking as required, suitably qualified and experienced consultants in Environmental Assessment, on foot of an initial contract, to:
• Prepare, co-ordinate and deliver Environmental Impact Assessment (EIA) and Strategic Environmental Assessments (SEA).
• Carry out review of Environmental Impact Statements/ Environmental Impact Assessment Reports and provision of review and/or mentoring service of Strategic Environmental Assessment (SEA).
• Provide information and assessment to inform screening for Appropriate Assessment (AA) for LAPs, masterplans, urban framework plans, and other relevant work in relation to plans or projects; undertake the preparation and review of Natura Impact Reports and Natura Impact Statements for plans and projects including the carrying out of any necessary ecological surveys and assessments.
