Short description
TII have a requirement for a new motorway control and information system, referred to as the Network Intelligence and Management System (NIMS) and associated works and services as part of the Enhancing Motorway Operation Services programme. This will replace the current Active Traffic Management System (ATMS) and some of the current existing supporting systems, as well as integrating with other systems that TII currently anticipates it will retain. Existing and new roadside technology will require to be integrated with NIMS. It is currently anticipated that the solution will be required to have an open architecture capable of expansion to support future network operation projects, and that it will be required to be future-proof and scalable.

Description of the procurement
The scope of the contract is to procure a new motorway control and information system, referred to as the Network Intelligence and Management System (NIMS) and associated works and services as part of the Enhancing Motorway Operation Services programme. This will replace the current Active Traffic Management System (ATMS) and some of the current existing supporting systems, as well as integrating with other systems that TII currently anticipates it will retain. Existing and new roadside technology will require to be integrated with NIMS. NIMS will require to be deployed in phases to keep any interruption to normal motorway operations to a minimum and to suit the deployment of other works in the Enhancing Motorway Operations Services programme. It is anticipated that the first NIMS deployment will be required to support the delivery of Enhancing Motorway Operations Services from Quarter 4 2019. From the initial deployment and following deployment of each phase of NIMS, the successful Tenderer will be required to provide services to support and maintain NIMS. The successful Tenderer will potentially be required to undertake works to further develop NIMS. NIMS will assist in the management of motorway operations on the Irish road network by utilising real time data and providing system functionality to assist operators with the operation of the motorway.

Objective criteria for choosing the limited number of candidates:
TII intends to invite a minimum of 3 and a maximum of 4 candidates to participate in the Dialogue stage of the competition, on the basis of the ranking of applicants at PQQ stage as detailed in the IMPQQ. The objective criteria to be applied is set out in the PQQ.

An initial 5 year contract duration with an option to extend the contract for a further two extension periods of up to two (2) years each and one extension period of up to one (1) year, making the potential maximum duration of the contract 10 years.
