Description of the procurement

Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

List and brief description of conditions:  Academic Qualifications
Tenderers must demonstrate compliance with the following minimum criteria in their tender:
a. All of the proposed team members must be educated to at least FETAC level 8 (degree level) attained from an accredited academic institution in subject(s) relevant to the contract (including at least one team member with a legal qualification); and
b. Academic qualifications of at least one of the other proposed team members must include a FETAC level 9 (post-graduate degree) in a relevant spatial planning or environmental science discipline, preferably water-related, to at least Masters Level attained from an accredited academic institution; and
c. Tenderers must demonstrate that their team includes expertise in:
• Spatial planning – plan making and development management,
• Legislation relating to spatial planning and development and water management.
• River basin management planning and implementation,
• Hydromorphological aspects of river basin management planning, in particular the impact of physical planning and development on river basin planning objectives.
• Management of the relationship between the river basin management planning process and plan making and development management planning processes.
A sound understanding of the above areas of expertise within both the Irish and European context will be required to undertake this contract effectively.
Tenderers should note that it is considered that to effectively achieve the objectives of the project, senior staff with a high level of expertise will be required to take a direct role in undertaking the services required, with support as necessary from junior staff. The use of junior staff to undertake the majority of the work required, with supervision from senior staff, is not seen by the Client as an appropriate methodology for the effective delivery of the Contract.
