Iarnród Éireann (IÉ) (Irish Rail) is the operator of the national railway network of Ireland. IÉ is looking to appoint a suitable service provider to operate and maintain its On Track Machine (OTM) fleet.
Track maintenance operations are carried out on the network using IÉ owned On Track Machines. The OTM fleet is comprised of the following elements:
1. Plain Line and P&C Tampers
2. Ballast Regulators
3. Ballast Cleaners
4. Dynamic Track Stabilizer
5. Track Recording Vehicle
6. Inspection Cars
7. Other Multi Purpose Vehicles (MPV) to operate for example, during the leaf fall season, weed spraying season and to provide other rail bound services as required.

Description of the procurement

IÉ is looking to appoint suitable service provider to operate and maintain its On Track Machine (OTM) fleet.
Track maintenance operations are carried out on the network using Iarnród Éireann owned On Track Machines. The OTM fleet is comprised of the following elements:
1. Plain Line and P&C Tampers
2. Ballast Regulators
3. Ballast Cleaners
4. Dynamic Track Stabilizer
5. Track Recording Vehicle
6. Inspection Cars
7. Other Multi Purpose Vehicles (MPV) to operate for example, during the leaf fall season, weed spraying season and to provide other rail bound services as required.
IE will lease to the successful contactor existing depot maintenance facilities with track access to the rail network at Kildare and Portlaoise.
During the course of the contract there may be opportunities for the successful contractor to enhance IE’s existing fleet in order to provide greater efficiencies in the provision of OTM services.
Under this Contract the successful contractor will be required to deliver to IÉ, the services requested in line with the Contract throughout the Island of Ireland on IE’s rail network and if requested on the Northern Ireland Railways rail network. The successful contractor will be solely responsible for the provision of fully operational OTMs as scheduled by IÉ for completion of its planned works, emergency works and any new projects undertaken throughout the network.
The successful contractor will be required to undertake the duties equivalent to that of an Entity in Charge of Maintenance (ECM) as set out in the ECM Regulations EU 445/2011 for all works associated with the maintenance of the OTM fleet.
The successful contractor may be required to undertake the duties equivalent to that of a Keeper and shall be registered as such in the National Vehicle Register (NVR) as set out in the Directive 2004/49/EC for all works associated with the maintenance of the OTM fleet.
The successful contractor will be required to obtain Safety Certification from the Commission for Railway Regulation (CRR) in Ireland in accordance with Directive 2004 /49/EC Parts A & B.
The successful contractor shall only supply OTM drivers who hold a valid Train driving licence and certificate in accordance with EC Directive 2007/59/EC.
It may also be a requirement of the contract for IE to request the successful contractor to undertake the duties equivalent to that of a Keeper and shall be registered as such in the National Vehicle Register (NVR) as set out in the Directive 2004/49/EC for all works associated with the maintenance of IE’s Civil Engineering Works Train fleet.
