Description of the procurement

Trinity College Dublin, the University of Dublin, invites suitably qualified firms to pre-qualify for Project Management and Quantity Surveying Services (“PMQS”), including cost control and other services, to successfully develop a new student accommodation building of approximately 300 bed-spaces and associated works, at Trinity’s grounds in Dartry. There is currently a request to participate issued to the market for Single Point Design Team Services (“SPDT”) for the same goal. This project may be developed via the new Strategic Housing Development Scheme. Although Trinity will use suitable Government Public Works contracts, it is not decided by Trinity whether the project will be designed by the contractor or the employer, or if it will be procured under a design-build-finance arrangement. If it is to be a contractor-led design, Trinity will require the PMQS to advise on novation/technical advisory services. Due to the planning history in the area, the PMQS and SPDT commissions must be able to cope with any planning delays, in being flexible enough to go into a mode that suits the waiting periods, and then re-start to completion or termination. It is also possible that this project will be referred directly to An Bord Pleanála under the new Planning and Development (Strategic Housing Development) Regulations 2017 (aka Strategic Housing Development System) and the PMQS and SDPT commissions must be able to deal with that scenario. The PMQS will comprise, inter-alia; Project management, Advice to Trinity on procurement methodologies, Procurement assist, Programme management, Cost control (including M&E), Quantity surveying, Assisting legal teams (to be employed by TCD), ER, Assigned Certifier, BIM Management and Digital Asset Coordination, PSDP, Risk and value management, Logistics coordinator, Clerk of Works Service (100% FTE reporting to Trinity during all site works + 1 month before start on site and 3 months after SC), Commissioning Engineer.
