Description of the procurement

ESB/ Electric Ireland invites economic operators to submit applications for qualification onto a dedicated Qualification System relating to the provision of Residential energy credits to the ESB organisation over an extended period of years. The Qualification System will operate until December 2020, this notice will remain published on the Electric Ireland website for the duration of the qualification system. Applicants must complete and return the formal Qualification System Questionnaire for Energy Credits.
As the Qualification System will operate continuously interested parties may apply at any time, however in the first instance applicants are required to submit an application on the 20th of March 2018 in order to be considered for the first round of opportunities taking place in April 2018. All applicants who meet the minimum requirements for qualification will be informed of their status and will be eligible for consideration for a formal contract arrangement.
The Qualification System will last until December 2020, and the notice will be published on the Electric Ireland website for the duration of the qualification system, after the initial notice has been published in the OJEU. After the 20th March 2018 all new applications must be made to Electric Ireland via energyefficiency@electricireland.ie

Conditions to be fulfilled by economic operators in view of their qualification
Conditions to be fulfilled by economic operators in view of their qualification please refer to the Qualification System questionnaire available to download from www.etenders.gov.ie using System ID 130384 until 20th March 2018 and thereafter by application from energyefficiency@electricireland.ie . Please note no other method of application will be acceptable.
Please note that contracts to be awarded in accordance with this qualification system must be relevant and proportionate to the requirements of ESB and minimum levels of energy credit capacity will be stated in the relevant documents. Note: Applicants must have delivered a minimum of 500,000kwH deemed energy savings each year in the previous two years. Deemed Energy Savings are those measures determined and published by SEAI.
All applicants will be evaluated in accordance with the rules of this Qualification System. Unsuccessful applicants may re-apply once they believe that they meet the qualification criteria.

Contract performance conditions

The Contracting entity reserves the right to temporarily suspend or end the scheme at any point during the duration of the agreement should our obligated energy savings targets be achieved. In such event, the contracting will inform each participant in writing in advance.

Additional information

All applicants successful and unsuccessful will be notified promptly of the result of their application but not later than 90 days thereafter. Please note that while the Qualification System will operate until December 2020 an initial tranche of contracts will be awarded in April 2018. In order to be considered for these contracts completed applicants must be received no later than March 20th 2018.
