Short description

Beaumont Hospital intends to appoint a suitably qualified economic operator to supply and support Biplane Angiographic Imaging System (BAIS) equipment. The successful tenderer will also be responsible for appointing a suitably qualified multi-disciplinary design team and a suitable contractor to execute specific design and build works associated with the construction and renovation of suites to house the BAIS equipment. Additionally, following the handover of the bi-plane interventional suites and the commissioning of the equipment, the successful tenderer will be required to enter into an ‘after-sales’ contract, incorporating both a standard support and maintenance offering and the implementation of an innovation partnership model, whereby the Hospital’s Nero Interventional Radiology Service facilitates mutually beneficial research conducted in co-operation by the successful tenderer and Beaumont Hospital’s medical and surgical staff.

Description of options:
In the first instance, a contract will be awarded for the execution of the required works and the supply of the required equipment. Following the handover of the renovated bi-plane interventional suites and the commissioning of the equipment, the successful tenderer will be required to enter into an ‘after-sales’ contract for a duration of seven years, incorporating the following elements:
(i) The provision of a comprehensive warranty of at least twelve months in duration;
(ii) The provision of comprehensive support and maintenance during normal working hours following the expiry of the warranty period;
(iii) The implementation of an innovation partnership model, whereby the Hospital’s Nero Interventional Radiology Service facilitates mutually beneficial research conducted in co-operation by the successful tenderer and Beaumont Hospital’s medical and surgical staff.
Following the expiry of this seven-year ‘after-sales’ contract, the Contracting Authority reserves the right to extend the innovation partnership model for a further three-year period and to extend the support and maintenance element of the ‘after-sales’ contract on an annual basis until the obsolescence of all equipment supplied under this contract.

In accordance with Article 28(6)(a) of Directive 2014/24/EU, the Contracting Authority is availing of shortened timescales in connection with this competition on the basis of urgency. Specifically, the project in question is characterised as urgent due to its relevance to an acute hospital environment and the likely time required to adequately assess all equipment proposed from a medical, clinical and surgical perspective.
