Short description
Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001 and the Irish Horseracing Industry Act 1994. It is a commercial semi-state body that is responsible for the administration, promotion and development of Horse Racing in Ireland.
The Contracting Authority is employing the open procedure to award this single party framework agreement. In accordance with the provisions governing the conduct of the open procedure, any interested economic operator may tender for appointment as the successful tenderer.
Horse Racing Ireland and Subsidiaries operate a Defined Benefit Pension Scheme in association with the Turf Club and require an independent company advisor to provide advice in the following areas:
(a) Actuarial & Consultancy Services
(b) Investment Management Advice and expertise

Description of the procurement
Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001 and the Irish Horseracing Industry Act 1994. It is a commercial semi-state body that is responsible for the administration, promotion and development of Horse Racing in Ireland. HRI subsidiaries include Irish Thoroughbred Marketing Ltd (ITM), Tote Ireland Ltd and HRI Racecourse Division consisting of Leopardstown Racecourse, Fairyhouse Racecourse, Navan Racecourse, Tipperary Racecourse and Leopardstown Golf Centre.

HRI has a requirement to obtain advice independent from the advisors to the Scheme. This advice may include, but not be limited to:
• Ongoing actuarial advice to the Contracting Authority on funding issues
• Advise on the impact to the employer of legislative changes
• Professional support and advisory services
• Review of investment strategy and advising on the appropriateness of same
• Attendance at meetings with employers and Trustees
• Identification in identification of alternative investment strategies
• Miscellaneous advice as may be required from time to time
