The Digital Hub Development Agency (DHDA) is seeking to establish 2 Single Party Framework Agreements:
Lot 1 relating to a Single Party Framework agreement for (Architect Led) Integrated Design Team Servicest will be established on foot of an initial contract for the completion of a Masterplan for the future development of the DHDA site and will comprise the following principle disciplines:
(a) Architect Services (incl. design team leads)
(b) Civil & Structural Engineering Services,
(c) Quantity Surveying Services/Cost Consultancy Services,
(d) Mechanical and Electrical Engineering Services.
Lot 2 relating to a Single Party Framework agreement for Project Management Services will be established on foot of an initial contract for the Project Mnagement of the completion of a Masterplan for the future development of the DHDA site.

Description of the procurement

The Digital Hub Development Agency (DHDA) is seeking to establish a Single Party Framework Agreement for (Architect Led) Integrated Design Team Services (Lot 1). The Single Party Framework Agreement will be established on foot of an initial contract for the completion of a Masterplan for the future development of the DHDA site and will comprise the following principle disciplines:
(a) Architect Services (incl. design team leads)
(b) Civil & Structural Engineering Services,
(c) Quantity Surveying Services/Cost Consultancy Services,
(d) Mechanical and Electrical Engineering Services.
Other/Additional Services may be required during the term of the Framework Agreement which may include but are not limited to the following:
- Conservation Architect
- Landscape Architect
- Archaeologist
- Building Surveyor
- Planning Consultant
- Environmental Consultant
- Interior Design Services
- Other Ancillary Services
Only those Applicants capable of delivering all of the services listed above without exception (whether in-house or as a grouping/consortium or by relying on the resources of another party or parties) will be considered. Therefore, applications relating to one or several of these disciplines but not all are not acceptable and will be rejected.
The Integrated Design Team will be responsible for providing all construction-related technical advice and design services as required under the Framework Agreement and each contract awarded thereunder. The maximum estimated value of professional services over the lifetime of the framework is in the region of €10,000,000 (ex VAT). The framework will be established for a period of four (4) years. For the avoidance of doubt, the period for delivery of any contracts awarded under the framework may extend beyond that date of expiry of the framework agreement. It is envisaged that the top 5 scoring Applicants (subject to the quality and number of Suitability Assessment Questionnaires (SAQs) received) which also meet the minimum criteria and rules for selection will be invited to tender.
INITIAL CONTRACT:
The Single Party Framework Agreement will be established on foot of an initial contract for the creation of a Masterplan for the further development of the DHDA site on the North side of Thomas Street.

Description of the procurement

The Digital Hub Development Agency (DHDA) is seeking to establish a Single-Party Framework Agreement for Project Management Services at The Digital Hub Development Agency (DHDA) - Lot 2. The Single Party Framework Agreement will be established on foot of an initial contract for the Project Management of the completion of a Masterplan for the future development of the DHDA.
The maximum estimated value of professional services over the lifetime of the framework is in the region of €1,500,000 (ex VAT).

Additional information

1. It will be a condition for the award of any contract by the contracting entity that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners incompliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
2. Suppliers must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications.
3. Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words ‘or equivalent’ will always be appended.
4. 5. All queries regarding this tender must be submitted via etenders by 12:00 noon on 01/02/18 to enable issue of responses to all interested parties.

Applicants, including all sub-consultants/design team members, should note that they are welcome to apply for both lots and will be considered for inclusion at tender stage for both lots however in order to avoid any conflict of interest in the management of the framework(s) and to ensure the integrity of the process, a tenderer may only be awarded one of the lots. In a scenario where a single tenderer emerges as the successful tenderer of both lots, their indicated lot preference will be applied to the award decision.
