Description of the procurement
To put in place a multi supplier Framework Agreement for Mobile Voice & Data & Associated Products & Services. The Framework Agreement will be accessed by Ministers of the Government of Ireland, Central Government Departments, Offices & non-commercial Agencies & Organisations which have a formal reporting & legal relationship to Central Government Departments, including all local authorities in Ireland (themselves including regional assemblies, local enterprise boards & library bodies). Contracting authorities in the Irish health sector including but not limited to the Health Service Executive (HSE); the Health Information & Quality Authority (HIQA) & HSE funded Agencies delivering health & personal social services funded by more than 50% from Exchequer funds. Contracting authorities which are third Level Education Institutions (including but not limited to Universities & Institutes of Technology & members of the Education Procurement Service); HEAnet, its member institutions & subsidiaries, Educational & Training Boards (ETB), ETB schools, primary, post-primary, special schools groups & clusters of schools, An Garda Siochana, The Irish Prison Service & The Defence Forces.

The Framework Member who is ranked highest in the award of places on the Framework shall be awarded an initial agreement (the “Initial Agreement”) with the Contracting Authority for a term of one (1) year from the date of commencement of the Framework Agreement to meet the needs of such Framework Clients on the terms and conditions set out at Appendix 7A to this RFT.
