Short description

The HSE wishes to establish a National Bridging Contract with a suitably qualified service provider for the provision of a Storage and Distribution Service for Disposable Continence Products. In 2017, the HSE completed a tender process for a National Contract for the Storage and Distribution of Disposable Continence Products (Ref: HSE 7113). The HSE is currently precluded from executing this contract with the successful Tenderer pending a decision of the High Court of Ireland in relation to a legal challenge to the outcome of this tender process.
The HSE reserves the right to proceed with the tender on the basis of Article 32.2 (c) based on extreme urgency. The HSE will make its best endeavours to meet the requirements of Directive 2014/24, including a standstill period but will prioritise the need to deliver services and product to patients in the event that full compliance risks patient safety.

Description of the procurement

The HSE wishes to establish a National Bridging Contract with a suitably qualified service provider for the provision of a Storage and Distribution Service for Disposable Continence Products to Service User’s residence, healthcare facilities and HSE logistics distribution centres nationwide, along with a Customer Support Centre in the Republic of Ireland. The scope of the contract will be to provide storage and distribution of disposable continence products and support services to the HSE and Service Users in the Republic of Ireland.
In 2017, the HSE completed a tender process for a National Contract for the Storage and Distribution of Disposable Continence Products (Ref: HSE 7113). The HSE is currently precluded from executing this contract with the successful Tenderer pending a decision of the High Court of Ireland in relation to a legal challenge to the outcome of this tender process. The current regional contracts for Supply and Delivery of Disposable Containment Continence Products are due to expire on 31st January 2018. A separate tender process has been concluded for the Product Contract. Ontex Healthcare UK Ltd is the successful Tenderer and the new Product Contract is due to commence on 1st February 2018.
