DCC is establishing a Framework Agreement (in two LOTS) for main contractors for works relating to the provision of temporary Emergency Accommodation facilities ( shelters , family hubs , and other facilities ) for the Dublin Region Homeless Executive. The works envisaged are refurbishment and upgrading of existing properties in the wider Dublin area. The works are anticipated to include upgrade works comprising of new floor, ceiling and wall finishes, services installations, decoration, sanitaryware, fireproofing along with alteration to existing floor layouts, adapting properties for disability access requirements and building fabric upgrades as necessary

Justification:  
Dublin City Council (DCC) are seeking to establish a main contractors framework to provide emergency accommodation units and homeless facilities. As there is a homeless crisis in Ireland, DCC need to urgently establish this framework to facilitate the delivery of emergency accommodation units and homeless facilities. Call off contracts from these frameworks will be on the basis of accelerated construction delivery programmes to ensure facilities are delivered quickly to ease the crisis.
