Short description
SDCC require framework for the provision of Security Shuttering to properties.
200 properties are vacated annually but not all properties vacated are secured by the installation of metal screens.
The scope of works is likely to include, but not limited to:
— Steel security door screens;
— Fixed security window screens;
— Out of hours call out vacant properties;
— Any additional elements associated with the works listed above.
SDCC require installation of required screening completed within three (3) hours of specified order being received.
The Framework agreement will initially be issued for a term of one (1) year. The Contracting Authority reserves the right to extend the Term for a period of up to one (1) year with a maximum of three (3) such extensions on the same terms and conditions, subject to the Contracting Authority’s obligations at law. The Term will not exceed four (4) years in aggregate.

Description of the procurement
South Dublin County Council currently has jurisdiction over approximately 9200 dwellings. Dwelling consist predominantly of traditionally built one storey and two storey houses and flats, and three storey apartment blocks and duplex units of various sizes. A number of private properties also come under South Dublin County Council’s remit due to dereliction or dangerous status, and the number of such properties can vary per annum but is low (2015-two (2) units; 2016 two (units)).
South Dublin County Council are looking to establish a new framework for the provision of services related to Security Shuttering of properties by means of installation, maintenance and monitoring to prevent unauthorised access and to reduce the risk of vandalism, squatting, theft and danger to the public.
Approximately 200 of these Council owned properties are vacated by tenants each year and any such vacated properties are termed ‘Relets’ and may be secured by means of metal screens to windows and doors, whilst various clearing and cleaning services are required to be performed by other parties to their interiors and exteriors prior to them being re-let. Please note that not all properties vacated are secured by the installation of metal screens.
The scope of works is likely to include, but not limited to:
— Steel security door screens;
— Fixed security window screens;
— Out of hours call out vacant properties;
— Any additional elements associated with the works listed above.
There will also be a need to have flexibility in the contract as South Dublin County Council operates five days per week with after-hours emergency call out service. Furthermore there may be a short window to have units completed for security purposes and South Dublin County Council would require that installation of required screening is completed with three (3) hours of specified order being received.
Price is not the only award criterion and all criteria are stated only in the procurement documents

Description of renewals:
The framework agreement will be for 1 year, with the option to extend for 1 year, subject to a maximum of four years subject to satisfactory performance, business needs and budgetary constraints.
