Description of the procurement

The Health Service Executive (HSE) as the Contracting Authority invites Tender submissions for an Enterprise Resource Planning (ERP) Software from suitable software providers. The purpose is to provide an Integrated Financial and Procurement System (IFMS) to the HSE and other Public Health Service providers (Section 38, 39 organisations and Tusla).

“The tender process for the award of the contract described at section II.2 of this Contract Award Notice was advertised under the open procedure in accordance with Directive 2014/24/EU (the “Directive”). One (1) tender was received in response to the Contract Notice as published on 20 September 2016 . The Contracting Authority deemed this tender to be an “irregular tender” in accordance with Article 26(4)(b) of the Directive and availed of the option to convert to the competitive procedure with negotiation pursuant to Article 26(4)(b).”
