Short description

The scope of the Luas Operations and Maintenance (O&M) Contract will include the following to be performed by the Operator: operation of public light rail passenger services, rolling stock maintenance, infrastructure maintenance (e.g. depots, track, etc.) and management and operation of Luas Park and Ride sites. Maintenance of the automatic fare collection system (AFCS) will also be within the scope of the O&M contract. However, TII intends to procure a separate contract for the maintenance of the hardware and software elements of the AFCS, and intends to novate this separate contract to the Operator.

Description of the procurement

Luas is Dublin's light rail system and consists of two lines, the Red Line and the Green Line. The system currently comprises 37 kilometres of track, two maintenance depots, 54 stops and a fleet of 66 light rail vehicles. Luas carried 34 million passenger journeys in 2016. A 5.6 kilometre extension to the Green Line is currently under construction and is scheduled to open in December 2017. The system will then comprise 43 kilometres of track, three depots and 73 light rail vehicles, and is expected to carry 42 million passenger journeys in 2018. Further expansion of the system is anticipated and accordingly the scale of the contract with the successful tenderer may increase over its term. A more detailed description of the Luas system is given in Appendix A of the IM and PQQ Document.
It is anticipated that the O&M Contract will commence operations in Quarter 4, 2019 for a period of six years, with an option to extend by up to a further five years. There will be a mobilisation/transition period from the date of contract signing until the operating commencement date. It is envisaged that revenue risk will be borne by TII but that some fare evasion risk will be borne by the Operator. The passenger services to be provided by the Operator will be defined by a service specification. There will be a performance monitoring system in place based on a number of key performance indicators.

The full scope of services required will be set out in the Invitation to Tender documentation which will be issued to the successful parties who are shortlisted following the selection/prequalification stage of the procurement process.

Additional information

There will be a mobilisation & transition period of approx. 9 months from contract signing until operating commencement. The duration of this contract from operating commencement will be 72 months with an option to extend by a further 60 months. The estimated amount of €495,000,000 is based on the full 11 years and is only an approximate value; the actual value may be higher or lower.

This will be used to determine the economic/financial and technical capacity of the applicants. Candidates will be scored as described in the Pre-qualification Questionnaire.

Requests to participate may be submitted by single entities or by groups. A group will not be required to convert into a specific legal from in order to submit a request to participate, but may be required to do so prior to award of the contract. NTA and TII also reserve the right to contract with a nominated lead contractor, with the other group members as sub-contractors, or to contract with each member of the group on the basis of joint and several liability, or on such other basis as NTA and TII consider appropriate at their discretion.
