South Dublin County Council proposes to engage in a competitive process for the establishment of a single party framework agreement for Provision of Specialist Cleaning Services for voids and empty residential properties
Approximately 200 of SDCC 9200 properties are vacated by tenants each year and any such vacated properties are termed ‘Relets’ and are secured by means of metal screens to windows and doors, and various clearing and cleaning services may be required to be performed to their interiors and exteriors prior to them being re-let.
Such cleaning services may include, for example; clearing property interiors, outhouses and garages of unwanted items such as furniture, floor coverings and white goods; de-infestation works such as fleas/bed bugs and vermin; Sharps (needle/syringes/blades/glass) searches; removal of body fluid spillage; clearing gardens/external areas of unwanted items.

Description of the procurement

South Dublin County Council proposes to engage in a competitive process for the establishment of a single party framework agreement for Provision of Specialist Cleaning Services for voids and empty residential properties
South Dublin County Council currently has jurisdiction over approximately 9200 dwellings. Dwelling consist predominantly of traditionally built one storey and two storey houses and flats, and three storey apartment blocks and duplex units of various sizes.
Approximately 200 of these properties are vacated by tenants each year and any such vacated properties are termed ‘Relets’ and are secured by means of metal screens to windows and doors, and various clearing and cleaning services may be required to be performed to their interiors and exteriors prior to them being re-let.
Such cleaning services may include, for example; clearing property interiors, outhouses and garages of unwanted items such as furniture, floor coverings and white goods; de-infestation works such as fleas/bed bugs and vermin; Sharps (needle/syringes/blades/glass) searches; removal of body fluid spillage; clearing gardens/external areas of unwanted items.
The contract will require some/ all of the following: The contract will require some/ all of the following:
a) A full exit clean on vacant properties which range in size from 1, 2 bedroom apartments and 1-2-3-4 bedroom houses
b) Chemical Clean Sanitation
c) Sharps (Needle/Syringes/Blades/Glass) Sweeps and Biological waste disposal
d) Fire restoration
• Refuse, debris & ash removal
• Smoke and odour control / elimination
• Deodourising & disinfecting
e) Removal of waste in gardens and external outside areas including fuel sheds/storage units.
f) Removal of asbestos material
g) Removal of hoarded waste/ transfer of items to storage
h) Pest Control
