2) As the subject matter of this contract is a service concession subject to Directive 2014/23/EU, the contracting authority has chosen to employ a procedure analogous to the competitive dialogue procedure with negotiation, which comprises a number of stages commencing with the identification of participants on foot of a qualification stage. It is anticipated that 5 firms may be invited to the dialogue stage subject to that number meeting the qualification criteria.
