Short description
Iarnród Éireann (IÉ) are seeking expressions of interest from companies wishing to participate in a tender process for the re-introduction of the 2700 Class DMU fleet into passenger service to cater for increasing customer demand.
The tender will seek a full turn-key engineering solution.
The 2700 Class DMU fleet comprises of 28 vehicles which are configured into 13 trainsets of 2 vehicles as well as 2 stand-alone bi-cab vehicles.
The vehicles have not been used in revenue service since 2012 and as such require an engineering intervention.

The contract is being advertised in 2 separate lots. Lot 1 concerns all engineering works taking place off-site at the successful contractors premises; and Lot 2 concerns all engineering works taking place on-site at IÉ’s maintenance facility at Inchicore Works. For clarity, IÉ will only be awarding 1 Lot however companies will be permitted to submit a tender against Lot 1 and/or Lot 2.

Description of the procurement
Iarnród Éireann (IÉ) are seeking expressions of interest from companies wishing to
participate in a tender process for the re-introduction of the 2700 Class DMU fleet
into passenger service to cater for increasing customer demand.
All engineering works to be undertaken off-site at the applicants premises.
This engineering intervention will involve a number of core requirements such as (but not limited to);
a. Undertaking heavy maintenance activities on key systems (i.e. Bogies, Final Drives, Exhausts, Cooling System, Gangways, Couplers, Pneumatic Systems etc.);
b. Undertaking system integrity and refurbishment to existing sub-systems (i.e. Fire Suppression, Toilet Modules, Passenger Doors, Lighting, Glazing etc.);
c. Supply and installation of replacement components and assemblies (i.e. Passenger seating, flooring systems, underframe equipment cabinets, interior panels, luggage racks etc.);
d. Undertake modification works (electrical, mechanical and body) to bring the refurbished fleet in line with the remainder of the IÉ fleets);
Price is not the only award criterion and all criteria are stated only in the procurement documents

Objective criteria for choosing the limited number of candidates:
Whilst the quantity of applicants is not known at this stage of the process, Irish Rail would anticipate inviting a minimum of 5 (and a maximum of 7) companies to participate in the ITT stage of the process.
All applications will be evaluated in line with the advertised selection criteria contained within the attached Pre-Qualification Questionnaire.

The core requirement of this engineering project will be to refurbish the rolling stock in line with the requirements of the technical specification.
Additionally, Irish Rail will be seeking costed options for (but not limited to) the following;
1. Overhaul of Traction and Generator engines;
2. Overhaul of Transmissions and/or Transmission replacement;
3. Overhaul of Vacuum Toilets;
4. Installation of new Fire Suppression System;
5. Supply and installation of LED saloon lighting;
6. Supply and installation of Passenger Information System;
7. Supply and installation of CCTV system
