The EO shall complete a high level review of engineering options for the delivery of district heating, and shall be required to develop the engineering options to a strategic / feasibility level of detail and shall be required to identify project risks and make recommendations of how they shall be addressed in future designs.

Description of the procurement

The EO shall complete a high level review of engineering options for the delivery of district heating, and shall be required to develop the engineering options to a strategic / feasibility level of detail and shall be required to identify project risks and make recommendations of how they shall be addressed in future designs.
The District Heating (DH) network shall focus on the Docklands and Poolbeg area as per map TSD-DDHS2-001-REV 1 and will recover and distribute the waste heat from plants located primarily in the Poolbeg peninsula, focussing initially on the DWtE Plant presently under construction on the peninsula.
In this regard, the appointed EO shall carry out a best practice review of business delivery models, and will provide DCC with an assessment of costs, benefits and risk associated with each business option, including a review of previous engineering designs and reports, some of which are available on www.ddhs.ie.

Additional information

1. Dublin City Council (DCC) is subject to the provisions of the Freedom of Information Act (FOl) 2014. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. In such cases, the relevant material, will in response to the FOl request; be examined in the light of the exemptions provided for in the Acts.
2.lt will be a condition of any Services Contract pursuant to this Competition that the successful Tenderer(s) shall, for the term of such contract(s), comply with all EU and domestic tax laws. Tenderers are referred to www.revenue.ie for further information. Prior to the award of any Services Contract arising out of this Competition the successful Terderer shall be required to supply its Tax Clearance Access Number and Tax Reference Number to facilitate online verification of their tax status by the Contracting Authority. By supplying these numbers the successful Tenderer acknowledges and agrees that the Contracting Authority has the permission of the successful Tenderer to verily its tax cleared position online. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
3.Suppliers must register their interest on the eTenders web site (www.etendersgov.ie) in order to be included on the mailing list for clarifications.
4. 6. The contract is primarily for use by the ‘Technical Services Division’ of the Environment and Transportation Department of DCC, but may also be extended for use by other divisions of DCC as requirements arise.

Responses will be circulated to those candidates that have registered an interest in this notice on the Irish Government Procurement Opportunities Portal www.etenders.gov.ie. All queries must be submitted before 17/07/2017 @ 12 noon to enable issue of responses to all interested parties.

10.
