Short description

Tourism Ireland wishes to enter into a contract with Supplier(s) for the Implementation, Maintenance and Support of a suite of Human Resources Software Packages.
This contract is divided into four lots:-
Lot 1:- Human Resources Software Package
Lot 2:- Performance Management Software Package
Lot 3:- Online Recruitment Software Package
Lot 4:- Learning Portal
The Contract Period will be for five years subject to budget, annual performance review, and other factors. If the services provided are deemed to be satisfactory, the contract may be renewed annually for up to a further two years.
It is anticipated that work under the Contract will commence in December 2017.
Suitably qualified suppliers are invited to submit a request to participate under, any or all of the 4 Lots.

Description of the procurement

LOT 1 - Human Resources Software Package
Tourism Ireland requires a Human Resources Software Package which contains the following functions:-
o Core HR data management including employee self service and manager self service
o Leave Management
o Time and Attendance Management
o Learning and Development Management including recording and approval of training requests
o Recording details of benefits for example salary, pension information, deductions etc.
o Dynamic and Sophisticated Reporting including a Dashboard for HR Administrators and Managers
o Optionally, Organisation Chart Production
This will be an off the shelf Human Resources Software Package which can be customised within the capabilities of the solution without bespoke development.
The solution procured must work responsively across all digital devices, including traditional desktop and laptop, hybrid devices, tablet and smart phones in a variety of operating systems.
The solution procured can be cloud or on premise based.
In addition to the provision of the package, the successful tendering company should also provide for managed services and annual support of the application.

o Support blended learning and facilitate online collaborative learning.
