The all-island Single Electricity Market (SEM) is regulated jointly by the Commission for Energy Regulation (CER) in Dublin and the Northern Ireland Authority for Utility Regulation (or Utility Regulator) in Belfast, known as the Regulatory Authorities or RAs. The decision making body which governs the market is the SEM Committee (SEMC), consisting of the CER, the Utility Regulator as well as an independent member (who also has a deputy), with each.
The RAs now invites tenders for Provision of Forecasting Software for I-SEM Project.A detailed specification of requirements is set out in Appendix 1 of the Request For Tender( RFT) available to download from www.etenders.gov.ie

Description of the procurement

The all-island Single Electricity Market (SEM) is regulated jointly by the Commission for Energy Regulation (CER) in Dublin and the Northern Ireland Authority for Utility Regulation (or Utility Regulator) in Belfast, known as the Regulatory Authorities or RAs. The decision making body which governs the market is the SEM Committee (SEMC), consisting of the CER, the Utility Regulator as well as an independent member (who also has a deputy), with each entity having one vote.
The SEM is undergoing significant change. EU legislation is driving the coming together of energy markets across Europe with the aim of creating a fully liberalised internal electricity market. The SEMC is leading on meeting the requirements of the European legislation by developing and delivering a new wholesale market on the island of Ireland. The new wholesale market will be known as the Integrated Single Electricity Market (I-SEM) and must be in place by Q2 2018.
The RAs now invites tenders for the Provision of Forecasting software for I-SEM Project. The services comprise of providing wholesale electricity market forecasting software, together with associated solvers, software support and software training for a multi-year period.
