Short description
The scope of services required consists of all services necessary or for the purposeful delivery of:
(i) monitoring and independent check of the works by means of checking all of the contractors works for compliance with the works requirements and reporting on same to the Client
(ii) contract administration of the design and construction activities associated with the development and completion of the M7 Naas Newbridge Bypass Upgrade + M7 Osberstown Interchange & R407 Sallins Bypass;
(iii) the provision of detailed records relating to the actual progress of the construction of the works which will provide Kildare County Council with a detailed record of the resources employed by the contractor, and a contemporaneous record of the progress of construction;
(iv) the closeout activities associated with the development and completion of the M7 Naas Newbridge Bypass Upgrade + M7 Osberstown Interchange & R407 Sallins Bypass including dispute resolution.

Description of the procurement
It is currently anticipated that some or all of the following works will be included in the scheme. The proposed scheme involves the widening of the M7 motorway from a two lane into a three lane carriageway, in each direction, starting from the three lane N7 dual carriageway East of Junction 9 Naas North to the M7 and M9 merge at Junction 11 in Co Kildare while maintaining two lane traffic in both directions at all times. It will require the upgrade of the existing road drainage system while maintaining a functioning drainage system during the period of the works. The scheme includes the removal of the existing on/off access ramps at Junction 10 Naas South and the construction of two new interchanges, one just immediately south of the existing Junction 10 and another at the townland of Osberstown approximately half way between Junctions 9 Naas North and 10 Naas South. The Osberstown interchange will require a new roadbridge crossing the M7 motorway, replacing an existing accommodation bridge. This will require the demolition of the existing bridge as well as the construction of the new bridge over live motorway traffic. It is expected that night working will be required to enable certain activities.
The proposed scheme involves the Sallins Bypass starting from the proposed Osberstown Interchange and terminating at a new roundabout on the R407, Clane Road, North of Sallins. The bypass includes a link road from Sallins town centre to a roundabout on the bypass between the River Liffey and the Grand Canal. The bypass will be dual carriageway to Osberstown Interchange from this roundabout and single lane carriageway to the R407 Roundabout. The scheme involves structures to cross the River Liffey in two different locations, a minor road, the canal and its towpaths and a defunct canal.
