The HRB is working to deliver optimal value and impact from its publicly-funded research and wishes to engage and support its funded research community to work in a more open manner. The initial two year pilot would provide the HRB with a rich learning experience on how to fund and deliver research within a more open process.
The purpose of this Request for Tender (RFT) is to invite tenderers to provide an open research publishing service that the HRB can pilot with its research community. This should include a suite of integrated services including a publishing platform to assist researchers to publish findings quickly, easily and responsibly. The platform and its services are intended to accelerate the publication of articles and data from research funded by the HRB.

Description of the procurement

The Health Research Board (hereinafter referred to as the “HRB”) invites tenders by open competition to deliver a two year pilot open research publishing service for use by HRB researchers that provides a transparent post-publication peer-review process.
There is a fundamental shift across Europe towards making the research process more transparent, collaborative and efficient. This is reflected in the move to ‘Open Science’ promoted by the European Commission and other leading stakeholders. The way research is conducted is transitioning from publication of research results in scientific journals towards sharing and using all available knowledge at an earlier stage in the research process.
The HRB is working to deliver optimal value and impact from its publicly-funded research and wishes to engage and support its funded research community to work in a more open manner. The initial two year pilot would provide the HRB with a rich learning experience on how to fund and deliver research within a more open process.
The purpose of this Request for Tender (RFT) is to invite tenderers to provide an open research publishing service that the HRB can pilot with its research community. This should include a suite of integrated services including a publishing platform to assist researchers to publish findings quickly, easily and responsibly. The platform and its services are intended to accelerate the publication of articles and data from research funded by the HRB.
They should include the provision of a HRB-brand publishing platform that is promoted, managed and monitored as a service for use by HRB-funded researchers. The platform should provide users with immediate publication followed by invited, transparent, post-publication peer review.
