Description of the procurement

The Contracting Entity intends to procure a framework contract for the provision of Advanced Driving and Driver-Support training to include:
• Advanced Driving Modules 1 & 2 (including completion of the Institute of Advanced Motorist test)
• Driver Intervention training
• Driver Support & Assessment post-Collision training
Advanced Driver Training Description:
Educating staff in method of driving which will enable them to achieve the Institute of Advanced Motorist's Advanced Driving Standard and pass the IAM Advanced Driving test.
The Course will consist of two separate day’s education/training.
Training Day1:
• Morning time the trainer will explain the theoretical elements of Advanced Driver Training in a 'classroom' environment (Mainly 4 participants)
• Afternoon, drivers will learn and practice the practical elements of Advanced Driver Training by both observing a colleague driving and also driving themselves under the direction of the trainer.
• The driver is issued with a report on completion of Day listing elements of their driving which should be adjusted/improved upon and they are encouraged to work on those points for the following 4 weeks.
Training Day 2:
• The trainer carries out another session of observation and driving practice with each driver
• The driver is tested by and independent IAM tester
Driver Intervention Training:
ESB may require an employee to complete some type of driving intervention training for any one of the reasons listed below (but not exclusively the list below):
• Excessive speeding
• Being involved in numerous road safety incidents/collision
• Returning to driving after completing a statutory driving ban
This training would comprise of:
• the trainer has a discussion with the driver to discuss the reason(s) for the intervention training
• The trainer undertakes a practical training session with the driver focusing on the area of concern
• The trainer issues ESB with a report from the training, stating how the driver performed in the session, highlighting any concerns and indicating if any follow-up is required, etc.
Post Collision Support Training/Assessment:
In the event that an employee of ESB is involved in a very serious collision, it is policy that the driver must complete Post Collision Support Training/Assessment.
Similarly to the Intervention Training the trainer meets the driver and discusses the incident and all relevant information associated with the incident.
The trainer accompanies the driver on a drive to assess driving and offer advice.
The Trainer prepares a report following the training session which is sent to ESB Road Safety Bureau and advises whether the driver should return to driving duties for ESB.

6) If for any reason it is not possible to admit to the framework agreement one or more of the tenderers invited following the conclusion of this competitive process, or having awarded a contract under the framework agreement, the contracting entity reserves the right to invite the next highest scoring tenderer to join the framework agreement and/or deliver the contract as appropriate to the circumstances pertaining to the framework.
7) At its absolute discretion, the contracting entity may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
8) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words "or equivalent" will always be appended.
9) Without prejudice to the principle of equal treatment, the contracting entity is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information.
